Social Discount Rate for Electricity
Description: 

The social discount rate for electricity is a discount applied by regulated market energy suppliers on the electricity bill. It is regulated by the Spanish Government and aims to protect consumers with a low income threshold and/or other vulnerabilities.

The social discount rate for electricity must be applied for by the contract holder to one of the regulated market energy suppliers.

Requirements: 

- Registration in the municipal register: The person applying for the social discount rate for electricity must be the contract holder and must be registered in the dwelling that receives the supply, in any municipality in Spain.

- Income: The income for the previous calendar year determines the situation of vulnerability and allows the discount rate to be set. The reference is the current IPREM, the State's public indicator of multiple effects income. The individual or household will be considered vulnerable or severely vulnerable depending on their level of income.

To calculate the income thresholds, 1.5 times the IPREM is assigned to individual applicants and is increased by 0.5 times for each child and 0.3 times for each adult in the household. The IPREM is also increased by 1 if any member of the household unit meets any special condition. The applied IPREM is that of the year 2023 (€8,400/year in 14 instalments).

* A special condition exists when any member of the family unit:

  • Has a degree of disability equal to or greater than 33%.

  • Is a victim of gender-based violence.

  • Is a victim of terrorist violence.

  • Has a recognised degree of dependency II or III.

  • Has the status of a single-parent family (consisting of a single parent and at least one child).

b) Large families: households with the status of large family are considered vulnerable and are entitled to the social discount rate for electricity, with no income-related limit.

c) Beneficiaries of the Minimum Living Wage: all households benefitting from the Minimum Living Wage are considered vulnerable and are entitled to the social discount rate for electricity. 

d) Households where all members are recipients of a minimum pension: households where all members receive a minimum retirement or permanent disability pension are considered vulnerable and are entitled to the social discount rate for electricity if they do not have other income exceeding 500 euros annually.

Amount and frequency: 

The social discount rate for electricity is a discount on electricity bills for vulnerable households. The discounts that apply are as follows:

  • - 25% discount for all vulnerable families. Exceptionally, the discount is 65% until 31 December 2023.

  • - 40% discount for severely vulnerable families. Exceptionally, the discount is 80% until 31 December 2023.

To be considered a severely vulnerable household, it must meet the following requirements:

  • Income does not exceed 50% of the thresholds set for vulnerable households.

  • In the case of large families, the income threshold is set at €16,800/year (twice the IPREM).

  • In the case of households where all members receive a minimum retirement or permanent disability pension, the income threshold is €8,400 per year (equal to the IPREM).

Moreover, individuals who meet the requirements to be considered severely vulnerable consumers and are assisted by social services provided by a regional or local administration that finances at least 50% of the invoice amount will be deemed “consumers at risk of social exclusion”, and their supply cannot be interrupted.

The recipients of the social discount rate for electricity will also be beneficiaries of the social discount rate for energy without the need to carry out any formalities.

Residents of the city of Barcelona can also contact the Energy Advice Points, a service provided by Barcelona City Council that offers information, support and action needed to ensure citizens are able to exercise their energy rights and companies are unable to breach them by denying access to basic services.
The procedures for applying for the social discount rate for electricity must be carried out directly with the reference energy supplier. This can be done in different ways:
  • Electronically, using the online forms.
  • By email, attaching a copy of the application and the required documentation.
  • In person, by filling in the application form and presenting all the required documentation at the nearest office.
  • By post, by filling in the form on paper and sending it with the required documentation to the address of the energy supplier.

The processing of the social discount rate for electricity must be requested by the holder of the electricity supply contract and said contract must be with one of the regulated market suppliers.. 
If the applicant is not the contract holder or does not have the electricity supply contracted with any of the regulated market companies, these procedures can be requested simultaneously when applying for the discount. The change will be automatic and free of charge with the application for the social discount rate.
Documentation required to process the application
  • Fotocòpia del DNI / NIE del titular del subministrament i de tots els membres de la unitat de convivència majors de 14 anys i el llibre de família si es dóna el cas.
  • Photocopy of the Spanish national identity document/identity number for foreign nationals of the holder of the supply contract and of all the members of the household over 14 years of age and the family record book if applicable.
  • Application form and an electricity supply bill.
  • Certificate of registration in the municipal register of the members of the household.
  • Large family and/or single-parent family certificates, if applicable.
  • Certificate of receipt of the Minimum Living Wage issued by the National Institute of Social Security (INSS), if applicable.
