Pension, benefits, and other state aid supplements
Description: 

A supplementary benefit has been created to align the amounts with those of the Guaranteed Minimum Income (RGC) to ensure the right to secure the minimum income for recipients of pensions, benefits, and state aid.
Those entitled to the supplementary benefit are recipients of pensions, benefits, and aid whose amounts are lower than the income limit set to access the RGC if they are:

  • Recipients of non-contributory pension (PNC) for retirement or disability.
  • Recipients of other state pensions different from PNC: SOVI, state pension for retirement, incapacity, widowhood, orphanhood, or other aids from the State Public Employment Service (SEPE).
Requirements: 

- Age:

  • Recipients of non-contributory pensions: 18 years and over.
  • Recipients of other state pensions or benefits
    • Aged 23 or older. 
    • Aged 18 or older if they are in any of the following situations:
      • Having minors or individuals with disability greater than 33% in their care.
      • Being an orphan of both parents.
      • Being a woman and having been a victim of gender-based violence.
      • Having the status of a person at social risk, accredited with a mandatory technical report.

- Registration in the municipal register

It is necessary to be registered and to prove continuous and effective residence in Catalonia for 24 months before the date of application. Exceptions: 

  • Women who have a residence permit for family reunification and lose it as a result of divorce or separation.
  • Returned Catalan migrants.
  • Women victims of gender-based violence coming from other autonomous communities do not need to prove residence time.
  • Refugees and applicants for international protection need to prove 12 months of residence.

- Legal residence

  • It is necessary to reside legally in Catalonia when submitting the application.
  • In the case of having European Union nationality, this must be proven with the certificate of registration as a community resident in the Central Register of Foreigners of the General Directorate of the Police and by presenting a copy of all pages of the passport.

  • In the case of having the nationality of other countries, this must be proven with a copy of the NIE, the valid residence permit, and all passport pages that prove periods of legal residence.

- Necessary documentation

DNI (Spanish national identity document), NIE (identity number for foreign nationals), passport and identification number of the other members of the family unit. 

It is necessary to present the documentation proving that you have applied for the Minimum Living Income at the National Social Security Institute (https://imv.seg-social.es/). Exception: This requirement does not apply to holders of non-contributory pensions.

- Employment status

  • Recipients of non-contributory pensions: Not working.
  • Recipients of other state pensions or benefits: Not working. Except in the following cases, where it is possible to combine the supplement with income from part-time employment: 
    • Single-parent families with dependent children.
    • Large families.
    • Recipients of the RGC who obtain a part-time job with an income lower than the corresponding amount of the RGC. This compatibility occurs for six months of effective employment (extendable to 12 months with a prior report from the technical body). 
    • Families where the working person is over 55 years old and a long-term unemployed.

In all cases, you must not have given up a job in the last 12 months. 

- Income

Recipients of non-contributory pensions: They must prove a gross income not exceeding 2,202.95 euros per year. Only the applicant's income is considered in these cases, not the household's.

Recipients of other state pensions or benefits: Have an income below 100% of the income sufficiency indicator for Catalonia during the two months prior to applying. In 2024, the income threshold is 755.82 euros per month over twelve payments. The Pension, Benefits, and State Aid Supplements can only be received if the total income of all household members does not exceed the following amounts:

-Wealth:

In order to receive the RGC, you cannot have any assets other than your habitual residence and assets that facilitate basic transport.

-Victim of domestic violence: Individuals over 18 years of age who are victims of gender-based violence in the home are entitled to the supplement if they meet other requirements.  

Incompatibilities:

- Being a beneficiary of a public or private permanent residential or healthcare service benefit.  

- Being interned in a penitentiary centre.  

- Having the right to receive a compensatory pension or child support but not having filed a legal claim. 

- Not having received an undue benefit in the last 5 years that has resulted in a debt the holder must repay to the Administration. Exception: proving that the debt has been accepted.

- Are the Guaranteed Minimum Income (RGC) and the Minimum Living Income (IMV) compatible? If you receive the IMV, you can receive the supplement for pensions, benefits, and state aid (which is not the same as the RGC). To complement the IMV, you must first apply for the IMV because the RGC is a subsidiary of other benefits and aid. For example, if an individual living alone is entitled to the IMV (604.21 euros) and the RGC (755.82 euros), once the IMV is granted, they will receive 604.21 euros as IMV and will be entitled to a supplement for pensions, benefits, and state aid of 151.61 euros. In total, they will receive an amount of 755.82 euros per month. 

Amount and frequency:  

The supplementary benefit for pensions, benefits, and other state aid allows the amounts to be equated to those of the Guaranteed Minimum Income to ensure the following minimum incomes:

(*) The monthly amounts of this financial support are fixed on the basis of the Catalan Income Sufficiency Indicator (IRSC) for the current year: 100% of the IRSC for family units of one person, 150% for family units of two people, 165% for family units of three people, 180% for family units of four people, and 182% for family units of five or more people.
