Social care benefit for people with disabilities (PUA)
Description: 

Economic support for the payment of products and services that contribute to the personal autonomy of people with disabilities, improve their quality of life and promote their social integration.

Some examples of this benefit are: economic support for mobility (adaptations of a vehicle, adapted transport services...), support products for people with visual or hearing disabilities (glasses, players, Braille printers, hearing aids, amplifiers...), support products for people with physical, intellectual or mental disabilities (articulated bed, mobility chairs, stair lifts...).

Requirements: 

- Registration in the municipal register: Registration in a municipal register in Catalonia for at least five years. Of these five years, the last two years shall be immediately preceding the date of submission of the application.

- Legal residence: Legal residence in a municipality in Catalonia for at least five years. Of these five years, the last two years shall be immediately preceding the date of submission of the application.

Non-EU nationals must provide proof of residence with the beneficiary’s certificate of legal residence.

No minimum period of residence is required:

  • If the applicant has been recognised as a returning Catalan national.

  • If the applicant is a woman who has had to leave her place of residence and has come to Catalonia to avoid being abused herself and/or her children, provided that she meets the other requirements.

Continuous residence is considered interrupted when there are absences of more than 90 days/year

- Income:

In order to qualify for the benefit, the disabled applicant must not exceed the following annual income threshold:

(*) The income sufficiency indicator for Catalonia in 2022 is 569.12 euros per month and 7,967.73 euros per year.

To qualify for the benefit, the beneficiary’s net annual income must be less than or equal to 3.5 times the Catalan Income Sufficiency Indicator (IRSC)* in 2022. In other words, 27,887.06 euros. Persons above this income threshold will be refused the benefit

Recognised disability: The benefit is aimed at people who have a recognised degree of disability equal to or greater than 33% before reaching the age of 65.

- Incapacity: The benefit is also intended for people with a permanent disability.

Incompatibilities:

This benefit is incompatible with other financial assistance that the beneficiary receives from any other public or private entity for the same reason, with the same scope and purpose.

If the beneficiaries obtain other public or private aid for the financing of the benefit requested, they are obliged to inform the processing body. This communication should be made as soon as possible and always before justifying the application of the funds received.

The same type of benefit cannot be claimed again until four years after the first day of the calendar year in which the applicant received it.

Amount and frequency:

The benefit consists of a fixed amount for each type of benefit.

The amount of the benefit varies and depends on the service, product or action for which it is requested. All amounts are available in the programme catalogue.

For the benefit to be awarded, the following criteria shall apply:

The minimum possible score to obtain a benefit is 1 point. The maximum possible score is 13 points.

1. Economic income:

  • Up to 2.5 times the Catalan Income Sufficiency Indicator (IRSC) in 2022: 10 points.
  • 2.5 to 3 times the 2022 IRSC: 5 points.
  • 3 to 3.5 times the 2022 IRSC: 1 point.
  • Applications from persons with a financial capacity exceeding 3.5 times the CSER will be rejected
  • For the purposes of this call for applications, a situation of need is considered to exist when the beneficiary’s net annual income is less than or equal to 2.5 times the Catalan income sufficiency indicator (IRSC)* for 2022. In other words, 19,919.20 euros. For this reason, they are awarded the highest score.

2. Women victims of gender violence:

  • Women who are in a situation of gender violence or have just come out of it receive 3 additional points in the assessment.

3. Criteria for breaking a tie in the score:

  • If it is not possible to grant the financial support to all applicants with the same score due to a lack of budget appropriations, priority will be given to those with the lowest income.
  • In the event that a tie in the score remains, priority will be given:
    • Firstly, applications submitted by women with disabilities.
    • Secondly, applications submitted earlier.
