Active Insertion Income (RAI)

IMPORTANT: The Active Insertion Income (RAI) will disappear from November 1, 2024. Unemployed people who meet the requirements will be able to access the new Subsidy for Exhaustion of the Contributory Benefit or the Minimum Vital Income. We are working to incorporate the Subsidy for Exhaustion of the Contributory Benefit into Les Meves Ajudes.

The Active Insertion Income (RAI) is a financial support of 480 euros per month for unemployed people in a situation of economic need and with serious difficulties to re-enter the labour market. 

It is aimed at long-term unemployed people aged 45 and over, people with a disability equal to or greater than 33%, returned migrants aged 45 and over, and victims of gender-based violence or domestic violence.

Applicants must be registered as job seekers and have exhausted their unemployment benefit or not be entitled to it. Under the RAI programme, people can register a maximum of three times (for a maximum period of 11 months each).

Requirements: 

To receive the RAI, you must be in one of the following situations:

  • Long-term unemployed person aged 45 years or more

  • Returned migrant aged 45 years or over.

  • Person with a disability equal to or greater than 33%.

  • Victims of gender-based or domestic violence.

Age: Be under 65 years of age. Be 45 years of age or older, except in the case of persons with disabilities and victims of gender-based violence or domestic violence.

Registration in the municipal register: Yes

Necessary documentation: DNI (Spanish national identity document), NIE (identity number for foreign nationals), passport.

Employment status: Be unemployed and have exhausted or not be entitled to unemployment benefits or subsidies (except for victims of gender-based violence or domestic violence), not have been a beneficiary of the RAI in the 365 calendar days prior to the application date (except for victims of gender-based violence or victims of domestic violence and people with disabilities), not have been a beneficiary of the RAI on three occasions, be registered as a job seeker, maintain the registration as a job seeker throughout the period of receipt of the benefit and sign the activity commitment. 

If you are a disabled or long-term unemployed person, you must previously demonstrate to the regional public employment service of your local office that you have carried out at least three active job search actions (BAE).

Income: Not have a gross monthly income of more than 810 euros (75% of the minimum wage (SMI). In the case of the existence of a spouse and/or children under 26 years of age or older children with disabilities, or foster children, the sum of the income of all the members of the family unit, divided by the number of members of the family unit, must not exceed 810 euros gross. In all cases, the proportional part of two extra payments (amounts for the year 2023) is excluded.

Recognised disability: There is a specific RAI for people with a recognised degree of disability of 33% or more.

Victim of domestic violence: There is a specific RAI for victims of gender-based violence or domestic violence. Except for persons benefiting from financial support for being victims of gender-based violence who cannot participate in employment programmes provided for in Law 21/2004 of 28 December.

Incompatibilities:

  • You cannot receive the RAI if you are entitled to contributory unemployment benefit or unemployment benefits (over 45, over 52, family allowance, insufficient contribution, returned migrants, released from prison, disability review). Except in the case of victims of gender-based violence or domestic violence.
  • You cannot receive RAI if you receive pensions or social security benefits which are incompatible with work. If this is not the case, they must not exceed the limits established for RAI. 
  • It is not possible to receive RAI if you receive social benefits granted to victims of gender-based violence who are not eligible to participate in employment programmes.
  • It is not possible to receive 100% RAI and be employed full-time or self-employed (freelance). However, persons admitted to the programme who start a full-time employed or self-employed activity will receive a monthly allowance of 120 euros (25% of the RAI amount) for a maximum of 180 days. In the case of employment for less than six months, the benefit of 480 euros is reactivated at the end of the employment. In the case of contracts of six months or more, the current RAI will be terminated. 
  • It is not possible to receive 100% RAI and work part-time. In this case, the amount of the benefit is reduced in the same proportion as the hours worked. For example, the RAI is reduced by 50% in the case of part-time employment (4 hours a day). At the same time, the duration of the benefit is extended. If the part-time contract is part-time and has a duration of two months, the RAI will be extended by one month.  
  • The RAI is not incompatible with applying for the Guaranteed Citizenship Income (RGC) and/or the Minimum living income (IMV), as long as the family unit does not exceed the income limit to qualify for these benefits. In these cases, the RGC and/or the IMV cover the difference between the minimum guaranteed by these benefits and the 480 euros provided by the RAI.

Amount and frequency:  €480 per month (year 2023)*.  
The RAI is granted for a maximum of 11 months and is paid from the day after the application is made.

(*) The monthly amount of this benefit is 80% of the Multiple-Effect Public Income Indicator (IPREM) for the year in course.
