Rent or cession of use payment subsidies for dwellings or rooms for persons aged 35 or younger

Subsidies to facilitate access to and permanence in rented or leased housing or accommodation for people of age 35 and older at risk of social exclusion.

Requirements: 

– Age: Be aged 35 or under, including on 31 January 2025.

Household: For the purpose of these benefits, a household unit is defined as all individuals registered at the same address, regardless of whether they are related or not.

Registration in the municipal register: Yes, applicants must be registered as residents in Catalonia at the time of application. The applicant for the subsidies must be the holder of the rental contract for the property and be registered as living there.

Legal residence: Yes. Applicants must have legal residence in Catalonia, proven with a valid residence permit. 

Required documentation: Spanish national identity document (DNI), valid certificate of registration as an EU national, identity number for foreign nationals (NIE), valid identity card for foreign nationals (TIE), document stating where a registered individual lives and with whom, family book. 

Income
The following specific income requirements must be met: 

  • Have had a regular source of income in 2023. 
  • The household’s annual income must have been equal to or less than €25,200.
  • Under no circumstances can this income be less than the rent of the property.

Income for the purposes of the subsidy is calculated based on the personal income tax return (IRPF) for tax year 2023, by taking the sum of the income from the general taxable base (box 435) and the savings taxable base (box 460), minus the net balance from box 420.

Assets: In order to receive the subsidies, the leaseholder or any other member of the household cannot be the owner or usufructuary of a dwelling located in Spanish territory, unless they do not have use of it due to separation or divorce or for any reason beyond their control, or when the dwelling is inaccessible due to the disability of the leaseholder or of any member of the household. A person is not considered to be the owner or usufructuary of a dwelling if the right is only over an aliquot part of the dwelling and has been obtained by transfer following death. Nor can households receive the subsidies when the amount of the savings taxable base shown in the personal income tax return (IRPF) is more than 500 euros (unless it is the result of a dation in payment due to the foreclosure of a home that had been the applicant’s habitual residence).

Recognised disability/Dependency: Priority is given to applicants in a household with a member who has a certified degree of disability equal to or greater than 65%.

Victim of gender-based violence: Priority is given to victims of gender-based violence.

In cases of gender-based violence, only the applicant’s income or earnings will be taken into account. If renting or sharing a room, the income of other people living in the property will not be included.

Housing situation
Applicants must hold a rental contract or transfer-of-use agreement for a dwelling or room that serves as their habitual and permanent residence, and they must be registered in the municipal register. The monthly rent (or equivalent cession payment) for the dwelling or room must be equal to or less than the following amounts:

Per a famílies nombroses, famílies monoparentals i per a unitats de convivència amb algun membre amb discapacitat legalment reconeguda i barem mobilitat favorable, aquest import màxim serà de 900 euros a tot el territori de Catalunya. Amb l'excepció de l'Àmbit Metropolità de Barcelona (Baix Llobregat, Barcelonès, Maresme, Vallès Occidental, Vallès Oriental) que serà de 1.100 euros.

Applicants must be up to date with their rent or transfer-of-use payments at the time of submitting the application.

- The following are not eligible for subsidies: 

  • Households where the leaseholder or any other member is related to the landlords by marriage or any equivalent stable relationship, or by blood, adoption or affinity up to the second degree.
  • Tenants of housing managed or administered by the Catalan Housing Agency, either directly or through other public institutions or non-profit organisations.

- The recipient must not be subject to any of the disqualification conditions for receiving subsidies in accordance with Article 13 of Law 38/2003, of 17 November, and, where applicable, not have been subject to a revocation procedure for any of the financial assistance stipulated by Royal Decree 42/2022, of 18 January, or the previous National Housing Plan, due to non-compliance or reasons attributable to the applicant.

- Comply with tax obligations to the state and the Government of Catalonia, as well as social security obligations.

Incompatibilities

These subsidies cannot be combined with other financial aid from any public institution or from public or private organisations for the same monthly payments of the same year, if they serve the same purpose. In cases where compatible subsidies apply, the total amounts to be received in a single calendar year may not exceed 4,500 euros.

They are also incompatible with rental payment assistance and/or benefits provided by the Barcelona Housing Consortium, except when the Consortium’s rental payment assistance and/or benefit ends within the calendar year of this call for applications and cannot be renewed under the Barcelona rental payment benefits scheme for any months not covered by this assistance.

Amount and frequency:  

The subsidy consists of a single payment to be used for annual rent in the year of the call for applications. With a minimum total amount of €240 and a maximum of €3,000, the benefit is determined as follows:

  • 20% of the annual rent or transfer-of-use fee: If the applicant’s rent or transfer-of-use burden is 30% or less of their income.
  • 30% of the annual rent or transfer-of-use fee: If the applicant’s rent or transfer-of-use burden is between 30% and 40% of their income.
  • 40% of the annual rent or transfer-of-use fee: If the applicant’s rent or transfer-of-use burden is 40% or more of their income.

If there is more than one beneficiary of these subsidies in the same property, the total amount of the subsidy awarded cannot exceed 75% of the monthly rent or rental price. If the total amount of the subsidy for the same property exceeds the established limit, the amount received by each beneficiary will be proportionally reduced.

Deadlines: The subsidy is granted for the year of the call for applications. The application period starts on 30 June 2025 at 9 am and ends on 11 July 2025 at 2 pm, both dates inclusive.
